Hugh Lewis Higley, 71 was taken into custody without incident and booked into SLO county jail on warrants from Sacramento county and local charges, including failure to register as a sex offender, a felony and misdemeanor charge of false identification to a peace officer.Higley was using the name, Ben McLeod and was doing business as McLeod Dressage.
