The system was developed by the Raytheon Company and Twisted Pair Solutions. It is an IP based system and features several upgrades from the previous system which was 14 years old and no longer being manufactured. Among the features, is an application that allows Sheriff's Office personnel to use their smartphones as two-way radios from anywhere there is cell phone reception. The new system also allows a dispatcher to patch together frequencies with other law enforcement agencies in the County allowing them to communicate with each other without changing the frequency they are on during major emergencies. The new system is at no additional costs to taxpayers because the Sheriff's Office was able to use money left over from salary savings from the previous fiscal year. The San Luis Obispo County Sheriff's Office is the first local law enforcement agency in the country to utilize this new IP-based radio system. This system has been used by the military and federal agencies for several years. It was also used by security at this year's Super Bowl.
