Alcohol Enforcement - Underage Decoy Shoulder Tap Operations

Perry, SergeantPhone: (805) 781-4529Date and time of incident: 06-29-17Place of Occurrence: Avila Beach AreaVictim Information: Not ApplicableSuspect Information: Not ApplicableOn 06-29-17 between the hours of 12:00 PM and 4:00PM, the San Luis Obispo County Sheriff’s Office’s Alcohol Compliance Team (ACT) operated a California Department of Alcoholic Beverage Control (ABC) grant funded shoulder tap operation in the Avila Beach area. The “Decoy Shoulder Tap Program” is an enforcement operation that utilizes minor decoys to solicit customers to purchase alcoholic beverages on their behalf. If the furnishing of alcohol to the minor decoy takes place, a team of deputy sheriffs specifically trained in ABC enforcement programs immediately take enforcement action against the person responsible for the violation. During the operation, all thirty-nine (39) persons solicited to furnish alcohol responsibly declined to participate. The Sheriff’s Office continues to conduct ABC grant funded operations through programs that include minor decoy deployment, shoulder tap operations, on-sale and off-sale licensee monitoring, and false identification detection operations.
