Contact: Rob BrynPhone: (805) 781-4547Date and time of incident: 3-16-10 & 3-23-10Place of Occurrence: Halcyon Rd, unincorporated Arroyo Grande and N. Cedarwood, NipomoVictim Information: County of San Luis ObispoSuspect Information: Stephen John Holloway Daniel Keith Lines Aaron Juergan Frazier Daniel Jermaine Mitchem Ramar Darius McGheeSan Luis Obispo County Sheriff's south station deputies are again confronting illegal solicitors from out of the area who do business as magazine solicitors or cleaning product sales people. The practice involves vans full of solicitors being discharged into neighborhoods with no sales permit or business license.
Door to door solicitation in the unincorporated areas require specific permits, which most reputable firms obtain. However, many of these type of out of state operations involve persons who do not obtain proper permits and may involve persons with prior criminal history. A Nipomo woman was attacked in her home in June of 2008 by a subject who was soliciting magazines.
"From a law enforcement standpoint, unwanted door to door solicitation can be a simple county code violation, however we are concerned that many of these groups have individual members who may be using the solicitation as a cover for illegal purposes." said south station Commander Brian Hascall.
One of the solicitors in the home products case was seen looking into a car parked inside an open garage door in Nipomo.
Sheriff's officials caution persons to know who they are allowing into their home and to call if illegal solicitors are in the neighborhood, providing appropriate descriptions and last direction of travel to assist deputies in locating the potential offenders.
Suspects Holloway, Lines and Frazier were associated with the unincorporated Arroyo Grande arrest on 3-16-10, while Mitchem and McGhee were arrested on 3-23-10 for soliciting in Nipomo.
