Contact: Aaron NixPhone: (805) 781-1423Date and time of incident: 04/17/12Place of Occurrence: Oceano, CAVictim Information: N/ASuspect Information: Costa, Francis Stanley 68 yoaOn 4-17-12 the San Luis Obispo County Sheriff’s Office received information that registered sex offender Francis Costa was living at a residence in Oceano, Ca. This information conflicted with the California Megan’s Law website, which had Costa registered as a transient.

Costa had been registering for the past few years as a transient sex offender with the San Luis Obispo Police Department. Detectives from the San Luis Obispo County Sheriff’s Office and the San Luis Obispo Police Department drove to Oceano and located Costa living at a residence in the 1700 block of Paso Robles Street.

Costa admitted that he knew he was not registering properly, but chose to drive to the city of San Luis Obispo and register as a transient because the house he was living in was too close to an elementary school. The school was in fact located directly across the street from Costa's home.

Costa has a prior conviction for attempted lewd acts with a child under the age of 14.

Costa was arrested and booked into the county jail for PC 290.011(b),failing to register his residence with law enforcement.

Costa remains in custody at County Jail and a booking photo is authorized for release.
