Nineteen year old Javier Chang was arrested for a gang-related assault with a deadly weapon and carjacking incident which took place on 1-22-15 on S. Oak Glen Avenue in Nipomo. In that incident, Chang was suspected of attacking the driver of a car who had stopped after Chang poured beer on his vehicle. Investigators believe that incident was gang related however the victim was not a gang member.Chang was considered dangerous and high risk. SED and GTF members surrounded his house to serve the arrest warrant. Chang surrendered without incident and was booked into County Jail.
