According to the victim, she, Guzman, and the two children had moved a week ago from Texas to Grover Beach. Guzman is a registered sex offender who had just registered this morning with Grover Beach Police. The victim, who is pregnant, says the four of them were on their way to the beach, when Guzman became angry because they forgot some items. He then began driving erratically, running stop signs and speeding. The victim says she began screaming to let them out of the car but Guzman refused. At that point the victim made the 911 call. Guzman eventually let the victim, her 8-year-old daughter and 3-year-old son out of the vehicle. Guzman was stopped a few blocks away.
Guzman was arrested without incident and booked into County Jail.

Sheriff's Deputies responded along with Grover Beach Police and they initiated a traffic stop at 13th Street and Seabright Avenue in Grover Beach.
